The data is exported at least every 15 minutes, provided that data was sent for that game in that time interval.

Will the Data Export include historical data?

No, the data will only be available from the moment the feature is enabled.

Will this include data from all games in my GameAnalytics Organization?

Yes, to include games from other Organizations you need to set up game data sharing.
